Description

This course is designed to train individuals who are required to hold a current certificate for the specified work. This course has been tailored based on industry best-practice and to be in accordance with the relevant standards and legislations. The course will be delivered by an experienced industry professional, bringing a depth of knowledge and experience to the learner.

This course is for Metro Trains Melbourne employees, Alliance Partners, and Contractors who are required to work under the Permit to Work Near (PTWN) Conditions as set out by the MTM procedures. This course provides the learners with the required skills and knowledge in the application of electricity supply industry (ESI) safety rules and codes of practice for work near electrical apparatus..

Course aim

The aim of the course is to give the participant knowledge and skills to safely act as a Permit Holder (Recipient in Charge) of the Permit to Work Near (PTWN) Access Authority, enabling them:

  1. To receive Work Authorities to work near the live electrical apparatus.
  2. To be in control of the work area covered by the Authority.

The course also covers relevant procedures to gain access for works near electrical network infrastructure in the rail corridor in the context of traction/rail work functions. It encompasses responsibilities for safety and risk management processes and adherence to safety practices as part of the normal way of doing work.

Employees and contractors who are required to work under the Permit to Work Near Conditions as set out by the Metro Trains Melbourne procedures

Learning outcomes

Upon successful completion of the course, a participant will have developed an understanding of the following:

  • Understand the legislative framework that governs work activities at their site;
  • Understand and Identify hazards associated with work at site;
  • Understand and Identify the correct regulations and enterprise procedures;
  • Correctly complete work permits as a permit holder for the PTWN as per MTM procedures;
  • Understand and Identify Isolations and safe working zones in the rail corridor;
  • Understand and Identify hazards associated with the specific electrical apparatus.
  • Apply safe procedure when working near electrical apparatus (as non-electrical workers)

Equipment & PPE

Learners are required to have the following to participate in this course:

  • Personal Protective Equipment (e.g. Hard Hat, Safety Footwear, Approved Hi-Vis Clothing, Safety Glasses) - No special tools or equipment required;

Learners are required to have the following to participate in this course:

  • Stationary (e.g. Pen, Pencil, etc.)

Assessment approach

Learners will be assessed using a combination of the following methods:

  • Theory/Written Assessment (e.g. Short Answer Questions, Multiple Choice, Verbal Questioning Interview)
  • Direct Observation/Practical Assessment (e.g. Workplace, Simulated Environment, Role Play/Scenario)

Once deemed competent, the Learner must provide their Certificate of Completion (CoC) to MTM. Once MTM receives confirmation of successful completion, MTM will follow their internal process to issue the authorisation.

The PTWN Authorisation are:

  1. Authorised Signals PTW Near Recipient (SN)
  2. Authorised Overhead PTW Near Recipient (ON)

Note:

  • For Initial Learners, you are required to complete a portfolio of evidence in the familiarisation of the permitting process before being issued authorisation by MTM. This means upon completion of the course, you will complete a log-book process under supervision. The logbook will require you to record work experience on 4 occasions (minimum).
  • The Refresher authorisation pathway is different from the Initial authorisation pathway. For the Refresher Learners authorisation, you will submit your Certificate of Completion to MTM as your re-authorisation process.

Course Entry Requirements

MTM requires Learners to hold the following currencies prior to the authorisation of the PTWN Recipient Role:

  1. HLTAID011 Provide First Aid
  2. HLTAID009 Provide cardiopulmonary resuscitation
  3. Track Force Protection Coordinator (TFPC) 3.2

Accreditation Status

Nationally recognised training.
Upon successful completion, learners will receive a statement of attainment.
